A. Created: There is hereby created a police department in the city.
B. Personnel: Such department shall consist of a chief of police, an assistant chief of police, such number of policemen as shall be authorized by the mayor and council, and such special police as may be authorized by the mayor and council from time to time, as exigencies arise. The chief of the fire department of the city shall be an ex officio member of the police department of said city, and, when serving in such capacity, shall be subject to the supervision and direction of the chief of police, except when in charge of a fire.
