Nothing in this chapter shall affect the ability of the person, partnership, corporation, or other entity directly concerned as owner, manager, lessee, or other contractually involved party from seeking relief in a court of original competent jurisdiction. Such appeal must be filed within twenty (20) days after the date of the order of abatement. (1974 Code § 8-308)
