If any person, firm or corporation shall own, occupy or keep grounds or other premises in such condition as to be offensive and a nuisance to the neighborhood or to any person or persons' residents within the neighborhood, such person shall be deemed the author of a nuisance and shall be deemed guilty of an infraction and, upon conviction thereof, shall be penalized as provided in this chapter.
