The City Engineer is hereby authorized to require the installation of drainage facility pipe of greater diameter or length, or both, or of other material, in any case in which, in his professional judgment, such variation from the requirements of Section 1024.03 is reasonably required in order to provide additional capacity and/or strength to insure adequate and suitable drainage.
