(a) The drainage pipe required by Section 1024.02 shall have a minimum diameter of twelve inches, shall be installed in the existing or proposed road ditch at approximately the centerline thereof and along such centerline under and across the entire width of the driveway, private road or other form of access and shall extend a distance of at least one foot beyond each side of such access facility. However, no such drainage pipe shall be of a total length of less than sixteen feet.
(b) Before proceeding with the placement and installation of such drainage pipe, the owner of the property to which access is to be provided, or his agent, shall make request in writing to the City Engineer to establish the grade for such drainage pipe. No such drainage pipe shall be installed until the grade therefor has been so established.
