If any person desires to make or cause to be made any construction involving more than one excavation within a street right of way within the City, and if the administration determines that strict adherence to Sections 1020.02 and 1020.03 will result in hardship to such person and consequently to a City resident, then the fee for inspection and the guarantee deposit for excavations shall be waived by the administration. Applications for such finding of hardship shall be in writing on forms prescribed by the Director of Public Service.
