No person shall make or cause to be made any connection to any waterline or storm or sanitary sewer within the City, or owned by the City and outside the corporate limits, involving the excavation of any kind upon, through or under any portion of a street, road, sidewalk, treelawn or other public property within the City without first obtaining a permit therefor from the Building and Zoning Inspector. To cover the cost of inspection of such excavation, the applicant shall pay a permit fee of one hundred dollars ($100.00), no portion of which shall be refunded. Such fee shall be in addition to the deposit required by Section 1020.03(a).
