The purposes of this chapter are to establish limitations on adult use cannabis operations within the City and to establish reasonable and uniform regulations to minimize and control the negative secondary effects of adult use cannabis dispensaries within the City, all in order to promote the health, safety, and welfare of the citizens of the City.
