The funds collected under the provisions of this Part 18 shall be disbursed in the following manner:
(a) Such part thereof as is necessary to defray all costs of collecting, enforcing and administering the tax levied by this Part 18 shall be paid first.
(b) The balance remaining after providing for the expenses referred to in Division (a) hereof shall be appropriated for the following purposes:
(1) Eighty percent (80%) to the General Fund;
(2) Twenty percent (20%) to the Capital Improvement Fund.
