(a) Residents of the City who are “handicapped” shall be granted membership to the City's recreational facility provided that such residents meet the following qualifications:
(1) Be a “handicapped person”. ''Handicapped person” means any person subject to physiological defect or deficiency regardless of its cause, nature or extent, and includes all such persons whether ambulatory or confined to a wheelchair, and shall include children and adults; and
(2) Earnings, other than retirement benefits, may not exceed five thousand dollars ($5,000).
(3) Membership fee. Each person who qualifies for a “handicapped” membership shall pay the fee of one dollar ($1.00).
