(a) The residents living on or immediately adjacent to the local brownfield site, and appropriate local community groups, shall be notified upon receipt by the Commissioner of the application to participate in the local brownfield cleanup program, before the Commissioner finalizes a remedial action work plan, approves a report on remedial action, and/or before the enrollee commences construction at the local brownfield site.
(b) The Commissioner shall provide opportunities for public comment and shall prescribe a procedure for enrollees to make documents available to the public.
