The provisions and requirements of this chapter shall not apply to:
(a) Individuals or firms using snow shovels, snow blowers or small lawn or garden tractors;
(b) Individuals or firms using any type of snow removal or landscaping/lawn maintenance equipment for the removal or plowing of snow and/or the maintenance or removal of turf (grass), shrubs and trees from any private or public property; or
(c) Individuals or firms using any type of snow removal or landscaping/lawn maintenance equipment for the removal of snow and/or the maintenance or removal of turf (grass), shrubs and trees from any private or public property in which they do not receive any compensation.
