1357.03 DESIGN AND CONSTRUCTION REQUIREMENTS.
   (a)   One or more downspouts in the rear or side of a residential dwelling or nonresidential structure, a detached garage or an accessory structure may be directed to an approved storm water storage container.
   (b)   Any component of a storm water storage container must be placed at least three feet away from the property line and may not be placed in the front of a home.
   (c)   Containers must be free of any chemicals from prior use. Fifty-five gallon drum industrial storage containers are not permitted.
   (d)   Storm water storage containers must be brown or dark green in color, or the exterior of the storm water storage container must be painted to match the body or trim of the home or otherwise be painted such as through a program offered by Cuyahoga Soil and Water Conservation District. Any connector hoses from the downspout to the storm water storage container must match the color of the downspout or otherwise be approved by the Building Commissioner.
   (e)   The overflow from such devices must be directed away from all dwelling or building’s foundations, must not cause excessive erosion or water damage, and must be diverted into the public storm sewer, downspout and/or other approved location such as a rain garden or swale.
