1356.05 LIGHTING, DESIGN AND NOISE.
   (a)   Lighting. Wind energy facilities shall not be illuminated except as required by the Federal Aviation Administration.
   (b)   Structural Design. Wind energy facilities shall be designed to meet all requirements of the Building Code of the City of Brook Park and all applicable State and Federal regulations.
   (c)   Aesthetic Design. Wind energy facilities shall be designed in a manner that makes them as visually unobtrusive as possible, while meeting safety requirements. Towers shall be monopole rather than lattice design. Wind turbines shall be white, off-white or gray in color, unless other colors are required by Federal regulations or another color is approved by the Planning Commission as being more effective or more appropriate in a particular instance.
   (d)   Signs. No sign shall be located on or around a wind energy facility except for necessary warning or informational signs located at or near ground level. Said signs may include information identifying the manufacturer or installer of the wind energy facility but shall not include any advertising. No more than two signs shall be permitted on or around a wind energy facility. The total area of such signs shall not exceed 20 square feet and any free-standing signs shall not exceed the height of five feet.
   (e)   Climb Prevention/Locks.
      (1)   Wind turbines shall not be climbable up to 15 feet above ground surface.
      (2)   All access doors to wind energy facilities shall be locked or fenced, as appropriate, to prevent entry by non-authorized persons.
   (f)   Shadow Flicker. The wind energy facility owner or operator shall make reasonable efforts to minimize shadow flicker to any occupied building or adjacent property.
   (g)   Noise. No wind energy facility shall produce audible sounds that violate any section of Chapter 510 of these Codified Ordinances. All applicants for a wind energy facility shall submit a report by a licensed engineer that certifies that the proposed wind energy facility meets the appropriate noise standards.
