714.04 RESTRICTIONS.
   (a)   No vendor engaged in street vending shall advertise his wares in a loud voice or use an amplifier, loudspeaker or any other noise producing device.
   (b)   No vendor shall sell his wares or merchandise in any municipal park, municipal playground or other public municipal grounds or buildings, or in any area designated as a congested area by the Safety Director without the prior written consent of the Safety Director or his duly authorized agent.
   (c)   No vendor shall engage in street vending except between the hours of 10:00 a.m. and 7:00 p.m.
   (d)   No vendor shall engage in street vending unless accompanied at all times by an adult attendant whose sole duty shall be to protect and safeguard persons from injury or hazard while approaching, leaving and standing in the area of the vendor's vehicle.
   (e)   No vendor engaged in street vending shall:
      (1)   Exceed a speed of 12 miles an hour when cruising neighborhoods seeking sales or when attempting to make a sale;
      (2)   Stop anywhere within 25 feet of an intersection when making a sale or attempting to make a sale;
      (3)   Double park, or park in any manner contrary to any ordinance relating parking when attempting a sale or when making a sale;
      (4)   Make a U-turn on any block;
      (5)   Drive his vehicle backwards to make or attempt any sale;
      (6)   Sell to any person who is standing in the street;
      (7)   Permit any person to hang on the vehicle or permit any person to ride in or on the vehicle except a bona fide assistant or assistants;
      (8)   Remain standing or stopped at any place for a period of time exceeding five minutes.
