Authority is hereby conferred upon the Chief of the Fire Department to adopt and promulgate rules based on the standards of a nationally recognized organization embodying details of installation and construction of automatic sprinkler equipments to carry into effect the provisions of this chapter. Approval of devices shall be based on reports of a nationally recognized testing laboratory. All rules adopted by the Fire Chief under this section shall be promulgated at least one month before application and enforcement.
