(a) Application and Permit for Construction. All applications and permits for the construction of above-ground flammable and combustible liquid storage tanks (hereinafter referred to as "above-ground tanks") shall be done as follows:
(1) All applications shall be submitted to the Building Department and Fire Department for review.
(2) Before constructing any above-ground tanks, a permit shall first be obtained from the Building Department and Fire Department.
(b) Mandatory Testing. All above-ground tanks shall be tested prior to use by the Fire Department, and said tanks shall be inspected and tested by the Fire Department annually thereafter.
