(a) A certificate of occupancy issued under the provisions of this Housing Code shall be subject to transfer whenever either of the following conditions occur:
(1) A change in ownership of record.
(2) A change in agent or person in charge.
(b) Application for a transfer of certificate of occupancy shall be made on forms supplied by the Housing Inspector not more than thirty days after such change has occurred. A fee of ten dollars ($10.00) shall be paid for each application for transfer. The Inspector shall require the submission of an affidavit stating such information, and he shall cause a general visual inspection of the structure, exterior and interior. Should the aforementioned inspection reveal any defect(s), the issuance of the certificate of occupancy will be withheld until such time as the defect(s) have been corrected.
(c) A change in person(s) occupying a unit on the premises. other than an owner, agent or person in charge, as provided in subsection (a) hereof, shall subject the unit to an occupancy inspection prior to the rental of such unit.
