An application for a certificate of occupancy shall be accompanied by a nonrefundable fee, not in excess of five hundred dollars ($500.00) for any one building, in accordance with the following schedule:
For each dwelling unit: fifteen dollars ($15.00)
For each sleeping room unit: ten dollars ($10.00)
