1413.03 TIME FOR COMPLIANCE.
   To and until one year from the effective date of this Housing Code (Ordinance 4067-1971, passed March 7, 1972), upon discovery by the Housing Inspector that application for a certificate of occupancy has not been made for a dwelling structure, notice shall be given to the owner of such structure to apply for a certificate of occupancy within fifteen days time. Failure to so apply will be deemed to be a violation of this Code and will subject the owner of the structure to the legal action and penalties prescribed herein. One year from the effective date of this Code, any owner of a dwelling structure requiring a certificate of occupancy shall have made application therefor or shall be subject to the legal action and penalties prescribed herein.
