No owner, agent or person in charge of any dwelling structure used or designed, or intended to be used, as a multiple dwelling, shall rent or lease such structure or any part thereof for residential occupancy unless the owner thereof obtains a certificate of occupancy issued by the Housing Inspector for such structure.
