1341.05 ANNUAL INSPECTION; ABATEMENT NOTICE.
   (a)   Every device shall be inspected by the Air Pollution Control Officer or his authorized representative not less than once during each twelve-month period to verify that such device is operated and can be operated without violating any provision of this chapter.
   (b)   Whenever any device is found upon inspection to be operated in violation of this chapter or in such condition or so installed that it cannot be operated in conformity with the provisions of this chapter, the Air Pollution Control Officer shall issue a written notice to the person owning, operating or in control of such device, requiring the abatement of all violations of this chapter, and the correction of any condition which may result in a violation of this chapter, within the time set forth in such notice. Should the person to whom such notice is issued fail to act upon such notice within the time limit set forth therein or within a time limit extension granted by the Air Pollution Control Officer, such Officer may issue a written order requiring immediate action in conformity with such notice, and may seal such device and order that operation of such device be discontinued.
   (c)   Written response to any written communication from the Air Pollution Control Officer shall clearly describe the course of action which is being or has been taken where action has been requested in the communication from the Air Pollution Control Officer, and such response shall be made within a reasonable time.
   (d)   No device shall be operated unless registered in accordance with Section 1341.04.
