(a) No person shall cause, let, permit or allow the emission for more than three minutes in any one hour of air contaminants which, at the emission point or within a reasonable distance of the emission point, are:
(1) As dark or darker in shade as that designated as No. 2 on the Ringelmann Chart as published in the United States Bureau of Mines Information Circular 7718, or
(2) Of such opacity as to obscure an observer's view to a degree equal to or greater than does smoke described as No. 2 on the Ringelmann Chart.
Where the presence of uncombined water is the only reason for the failure of an emission to meet the requirements of this subsection, this shall not apply.
(b) No person shall cause, let, permit or allow any emission in excess of 0.3 grain per standard dry cubic foot of exhaust gas. For the purposes of this subsection (b), the actual concentration measured shall be corrected to a concentration which the same quantity of particulate matter would constitute in the exhaust gas minus water vapor, corrected to standard conditions and also corrected so as to eliminate the effect of any quantity of dilution gas which is not in accord with normal practice.
(1) For combustion devices, normal practice is defined to mean the use of fifty percent excess air.
(2) For other foundry operations, the standards set forth in the most recent appropriate publications of the American Foundryman's Society will be considered to define normal practice.
Tests to determine compliance with this subsection (b) shall be for not less than fifty minutes in any consecutive sixty minutes, or ninety percent of the time of actual source operation, whichever is less.
(c) No person shall cause, let, permit or allow the emission of particulate matter in such quantities as to be poisonous or injurious to humans, animals or vegetation, or which can cause corrosion or discoloration of structures or protective or decorative coatings.
The allowable emission rate is to be established by the Air Pollution Control Officer.
