No permit to construct an underground shelter shall be issued until the Building Inspector has approved the plans and specifications therefor, and has determined that such comply and conform in all respects to one of the types of underground shelters recommended by the Federal Office of Civil and Defense Mobilization, which are published in a pamphlet entitled "The Family Fallout Shelter", dated June, 1959. Such pamphlet is now, and shall remain, on file in the Building Inspector's office.
