For the purpose of this section, the term "cargo container" shall include trailers, whether of wheels or not and whether permanently affixed to the ground or not. One free-standing cargo container shall be permitted on a property, provided that:
(a) Such unit is not used as the main building on the property;
(b) Such unit is located at the rear of the property;
(c) Such unit is surrounded on all sides with landscaping approved by the Planning Commission;
(d) No business shall be operated out of such unit, other than the business which is operated out of the main building;
(e) These regulations for cargo containers shall not apply to the temporary use and placement of trailers at a property during periods of construction; and
(f) Any placement of a free-standing cargo and storage container shall require a permit obtained from the Building Department prior to placement.
