No person, firm, corporation or association or any owner, lessee or agent thereof, being in charge of any land, shall permit or place, keep or maintain a trailer on any lot or parcel of ground within the City, unless such trailer shall be provided with pure and wholesome drinking water and shall have some means of disposing of sanitary sewage which will not be dangerous to the public health.
