Any portion of land from which topsoil has been removed under a permit issued pursuant to the provisions of this chapter shall be reseeded or replanted with grass or other satisfactory planting within six months from such removal, in order to prevent erosion, creation of dust or other conditions of nuisance. A cash bond shall be deposited with the Director of Public Service conditioned to carry out the provisions of this section and in such amount as will, in the opinion of the Director, assure a full compliance with this section.
