In the event the requirements, as indicated in the preceding sections, tend to cause a serious hardship in a particular situation, the Director of Public Service may, in lieu of such requirements, accept from the individual or company applying for a building permit or Certificate of Occupancy a bond or certified check which in no case shall be less than one hundred dollars ($100.00). The exact amount shall be determined by the Director of Public Service, and shall be sufficient to insure that the planned grading and drainage construction shall be accomplished as.soon as weather or other considerations may permit. However, in no case shall grading completion be more than nine months after the acceptance of the bond or certified check, at which time the City may elect to exercise its right to cause the work to be done at the expense of the permit holder.
