Prior to the issuance of any Certificate of Occupancy by the City, the individual or company holding the building permit covering such parcel shall furnish the Director of Public Service with certification, by a registered professional engineer, surveyor or architect, that the grades indicated on the detailed grading and drainage plan, as required under Section 1325.02, have in fact been accomplished upon the ground.
