Prior to the approval of any improvement plans submitted by a developer to the City Planning Commission, a mass grading plan, prepared by a registered engineer, shall be submitted to the Commission, together with all other required improvement plans. The developer shall also post a bond with the Commission, based upon one hundred percent of the engineer's detailed estimate of cost of such mass grading plan, to insure the accomplishment of such mass grading.
