No permittee or owner shall place a person, firm or corporation in or permit such person, firm or corporation to occupy any building constructed under a City building permit, whether as tenant, land contract purchaser or grantee, until a Certificate of Occupancy or Reoccupancy, as the case may be, has been issued under terms of this chapter. Any permittee or owner who allows or permits anyone to occupy a building, or who causes such building to be occupied or reoccupied either as tenant, land contract purchaser or grantee shall be equally.guilty of a violation of the provisions of this chapter with such tenant, land contract purchaser or grantee, until such time as a Certificate of Occupancy or Reoccupancy has been issued.
