Should the Building Inspector, Fire Chief and Director of Public Safety find that a violation of Section 1321.01 exists and, if the unlawful condition is within the prohibitions of subsections (f), (g), (h) and (i) of Section 1321.01, and the Commissioner of Health concurs in such finding, the Director of Public Safety shall cause photographs to be made of such property, showing such unlawful condition, and filed with the reports of the officers aforesaid.
He shall cause to be served on the person, firm or corporation which, from the property records in Cuyahoga County, appears to be owner of the property involved notice to abate such unlawful condition within thirty days thereafter, and that if such unlawful condition is not abated within such time, the same will be abated by the City at the expense of the owner. A copy of the notice shall be left with the person in charge or possession of such premises or, if there is no such person or such person cannot be found, such notice shall be posted on the premises.
