(a) At the time of applying for a building permit of any kind, every contractor, general or subcontractor, must submit a list of all subcontractors who will be working under such permit.
(b) If at any time during the construction of the work provided for by the permit, there is a change in subcontractors to any contractor, or subcontractor, such change shall be reported within twenty-four hours by such contractor or subcontractor, to the Building Department.
