(a) The Building Commissioner shall enforce the Ohio Basic Building Code, as adopted herein, and all other laws relating to buildings and structures, and, in the discharge of his official duties, shall have authority, upon proper identification, to enter any building, structure or premises at any reasonable hour to enforce and ascertain compliance with such Code or Law.

(b) Chapters 4101:2-1 to 4101:2-51 of the Ohio Administrative Code, collectively known as the "Ohio Basic Building Code", shall apply and be enforced within the City.
