No person shall undertake to install, reinstall, repair, replace in whole or in part, reset, re-assemble, move, alter or convert, any proposed or existing electrical system or any part thereof, unless such person has been duly licensed by the Building Commissioner to perform such work in compliance with the provisions and regulations of this chapter, and in accordance with the requirements hereof. Applicants for a license to engage in or work at the trade, occupation or business of an electrical contractor shall make application for license at the office of the Building Commissioner on a form to be provided by the Commissioner.
