Any map or plat laying out streets or roads, when approved by Council, shall have such approval endorsed thereon. After such approval, the map or plat shall be retained by the City until it is delivered to the County Recorder. All fees required in connection with the recording of such map or plat shall be paid by the property owners causing the same to be made.
