Plats filed with the Council Clerk for approval by Council shall be accompanied by a fee in the amount of one dollar ($1.00) per lot, but not less than twenty-five dollars ($25.00) to cover the cost of any engineering service required for such approval. Any excess over such engineering cost shall be refunded to the depositor.
Plans for street improvements submitted for approval by Council will be accompanied by a fee in an amount equal to one-half of one percent of the estimated cost of construction. The cost and expense of such investigation, which shall be made by the City Engineer or his assistants, shall be paid from the deposit upon itemized bills rendered by the City Engineer. In case such expense exceeds the deposit, the excess shall be borne by the applicant. In case such expense is less than the deposit, the balance shall be refunded to the applicant within a reasonable time after making such investigation.
