Every plat, before final approval by Council, shall be submitted to the Planning Commission for its determination as to whether the plat conforms to the City Zoning Ordinance, and any thoroughfare or other plans adopted by the Planning Commission and for any further recommendations the Commission desires to make. The Planning Commission shall take action and make its recommendations as soon as possible after submission of the plat to it. If the plat conforms to the Zoning Ordinance and any thoroughfare or other plans adopted by the Planning Commission, it shall be approved by the Planning Commission. Such approval shall be endorsed on the plat over the signature of the Planning Commission.
