The location and width of proposed streets shall be such as to conform to existing streets and to provide continuity of alignment and width, and must meet the requirements of the Planning Commission and other public authority. In no case shall the width be less than fifty feet except with specific approval of Council.
All streets must be extended to the boundaries of the development of which they are a part, except where adequate traffic outlets, approved by Council and conforming to established thoroughfare plans, are provided, or where physical conditions make such extension impracticable. In such event the substitute plans shall be subject to the approval of Council.
The length of blocks or distance between intersecting streets shall be subject to physical conditions, traffic requirements, local needs and to approval by Council.
