(a) The DRC shall provide a copy of the Development Guidelines to all prospective applicants seeking to build a new structure or substantially renovate an existing structure within the U-6 Use District and to any person requesting a copy of the Development Guidelines.
(b) The DRC shall hold meetings at least once a year and as often as required to: (1) review applications from developers and to prepare a written opinion to be forwarded to the Planning Commission on compliance with Development Guidelines; and (2) review requests for variances and to prepare a written opinion to be forwarded to the Board of Zoning and Building Appeals.
(c) The DRC shall hold its meetings in City Council Chambers.
(d) At the first regular meeting of the DRC the members shall elect from among themselves a Chairman who shall preside at all meetings. The Chairman shall retain all the rights of a voting member. The DRC shall select a vice-chair to act in the absence of the Chairman.
(e) A quorum of four members of the DRC is necessary for a meeting to occur.
(f) Written opinions or other official actions of the DRC shall require the approval of three members.
(g) The DRC shall notify parties directly of any meeting at which the DRC intends to discuss matters concerning the party's development project. Written notice shall be provided no less than seven days before the meeting is scheduled to occur. The DRC shall provide notice of the meeting to the public in the manner commonly used for public meetings in the City.
(h) Minutes of the meeting shall be kept by the Secretary of the DRC. The Secretary of the Planning Commission shall also serve as the Secretary of the DRC. All public documents shall be open to inspection to the public at the office of the Planning Commission. The Secretary of the DRC shall prepare the agenda for the DRC and also provide written notice of the meetings at the direction of the Chairman of the DRC. The Secretary shall prepare in writing the opinion of the DRC.
(i) An applicant or his or her or its legal representative shall be required to attend all meetings where such applicant's application is being considered. The DRC may invite additional individuals to attend meetings.
