1107.01 DECLARATION OF PUBLIC POLICY AND PURPOSE.
   (a)   The purpose of this chapter is to create the Development Area Design Review Committee (DRC), which shall be made up of representatives of the City of Brook Park and is charged with the responsibility of reviewing all proposed development projects within the U-6 Use District for the purpose of ensuring compliance with the Design Guidelines and fostering high quality development within the City of Brook Park. The DRC shall forward a non-binding written opinion to the Planning Commission as to a development project's compliance or non-compliance with the Design Guidelines.
   (b)   The DRC is also charged with the responsibility of reviewing all proposed variances from the City Building Code for new development with the U-6 Use District and forwarding a non-binding written opinion to the Board of Zoning and Building Appeals regarding each requested variance.
   (c)   The DRC shall be a public body subject to all public meeting requirements prescribed by Ohio R.C. 121.22 or any amendment thereto. The DRC shall maintain public records in the manner prescribed by Ohio R.C. 149.43 or any amendment thereto.

1107.02 COMPOSITION.
   (a)   The DRC shall be comprised of five members. One of the members shall be a Councilperson appointed by the President of Council of the City of Brook Park according to Council Rules. Two public members, residents of the City of Brook Park, shall be appointed by the Brook Park City Council according to Council Rules. Two professional members shall be appointed by the Mayor of the City of Brook Park. The term of the four non-Council members of the DRC shall be five years each. The term of the Council member shall be two years.
   (b)   No member may serve for more than two consecutive full five-year terms.
   (c)   One of the professional members of the DRC shall have a professional degree, license or certification in a field related to architecture or shall have a minimum of five years of experience in a field related to architecture.
   (d)   One of the professional members of the DRC shall have a professional degree, license or certification in a field related to landscape architecture or design, or shall have a minimum of five years of experience in a field related to landscape architecture or design.
