(a) The purpose of the Brook Park Housing Development Authority shall be to enhance the availability of adequate housing in the City, and to improve the economic and general well-being of the City and its inhabitants, by establishing and implementing local programs to acquire, including the acquisition of real property, finance, construct, lease, rehabilitate, remodel, improve or otherwise equip publicly or privately owned housing. Such programs may include grants, loans and the guarantees of loans, and subsidies to, and may be funded by general fund moneys and/or moneys raised from taxation.
(b) It shall also receive and review comprehensive plans for the development and maintenance of affordable housing in the City; receive and review all written descriptions submitted to it, and apply the proceeds of general obligations proposed to be issued, or the moneys raised by taxation which are proposed to be expended pursuant to Article VIII, Section 16 of the Ohio Constitution.
