The City Council shall, in its semi-annual appropriations, appropriate funds sufficient and necessary to take care of any expense that the Board may be authorized to incur. All bills incurred shall be approved and endorsed by the Board of Zoning and Building Appeals before presentation to Council for payment. However, the Board shall not incur any expense in excess of fifty dollars ($50.00) without express authority to do so by ordinance of Council.
