Nothing in this chapter shall be construed to prevent the ordinary maintenance and repair of any exterior architectural feature of any property which has been designated a landmark or which is situated in a designated Landmark District that does not involve a change in design, material, color or other appearance thereof, or to prevent any environmental or building change that the Building, Fire or Health Departments shall certify in writing is required by the public health, safety and welfare because of unsafe or dangerous conditions.
