(a) The City Council hereby establishes a pilot program to provide for the appointment of high school students to the Planning Commission.
(b) The Council is authorized to approve the appointment, upon confirmation by an affirmative vote of a majority of members of Council, a group of students as a whole, of which were initially selected by the school district to participate in this program. Said students must reside within the Berea City School District and be registered and attend a high school at the tenth grade level or above to participate as observers of the Planning Commission.
(c) Such students shall serve, without a vote and without compensation, during the school term in which such students have been appointed. Such students shall receive all packets, and information provided to members. They shall have the opportunity to observe meetings with an assigned member from said Board or Commission. Any appointee is strictly prohibited from attending Executive Sessions for the City.
