The City Council shall, in its semiannual appropriations, appropriate funds sufficient and necessary to take care of any expense that the Commission may be authorized to incur. All bills incurred shall be approved and endorsed by the Planning Commission before presentation to Council for payment.
However, the Commission shall not incur any expense in excess of fifty dollars ($50.00) without express authority to do so by ordinance of Council.
