(a) All land within the Abram Creek corridor, described generally in Exhibit A and depicted on the map as set forth in Exhibit B, both attached to original Ordinance 8605-1999, passed November 30, 1999, is hereby designated as a public park, to be known, as of the effective date of this section, as the Abram Creek Recreation Area.
(b) Within ninety days after the effective date of this section, the City Engineer shall cause a survey to be completed and prepare a legal description of the Abram Creek Recreation Area, which survey and legal description shall be consistent with Exhibit A and Exhibit B, both attached to original Ordinance 8605-1999, passed November 10, 1999, and shall be filed with the Director of Recreation, the Commissioner of Economic Development, the Building Commissioner and the City Engineer.
(c) The Abram Creek Recreation Area shall be used solely for public recreation, enjoyment and education.
(d) The Abram Creek Recreation Area shall be supervised, equipped, operated and maintained by the Director of Recreation, who shall take all necessary steps to protect and preserve the area's ecological, recreational and aesthetic value.
