Each registrant shall be a senior citizen who satisfies all of the following:
(a) Is at least seventy years of age;
(b) Is retired, with an annual income not exceeding thirty thousand dollars ($30,000) for a person who is single, widowed, divorced and/or who lives on their own; or with an annual income not exceeding forty thousand dollars ($40,000.00) for a person who is married and/or who lives with another person;
(c) Does not reside with an able-bodied individual capable of removing snow.
