(a) All commercial trash containers used in the City for collection of garbage, rubbish, and other waste materials, must meet the following specifications unless they are kept within a building which is kept locked or secured when employees are not present:
(1) They must be equipped with a rodent proof, tight fitting cover.
(2) They must be equipped with a lock which may be either of the key type or combination type.
(b) The trash containers described in subsection (a) hereof, must be kept locked at all times, except when the container is being loaded or unloaded, filled or emptied.
(c) Any person, firm or corporation, providing a completely fenced area, guarded and/or patroled on a continuous twenty-four hour basis for the storage of garbage, rubbish and waste materials need not provide locked containers as heretofore provided.
