(a) There is hereby established a charge of three dollars and fifty cents ($3.50) per unit per month for apartments, condominiums and cooperative housing units consisting of five or more units within the City.
(b) There is hereby established a charge of three dollars and fifty cents ($3.50) per month for each two, thirty gallon garbage containers or their equivalent in volume collected per month for each commercial or industrial establishment within the City.

(c) The fees established under this section shall entitle the subscriber to the service of one collection per week, and shall be payable to the Director of Public Service.

(d) The rates established herein shall be effective from and after October 1, 1976.
